Fisher body plants would build bodies without drivetrains for the assembly plants when they got too busy. The rule of thumb was to affix a V8 cowl tag even though they didn't know which engine was being installed on the assembly line. 6cyl engine could have a V8 cowl tag from the factory. Tags could be wrong, The VIN will always be correct.

On all 1965 through 1971 trim tags, the engine identification portion of the model identification number always indicates a V-8 engine. No 6-cylinder engine identification numbers are stamped on any trim tag. engine verification must be made by checking the VIN. Check the CHEVROLET by the numbers 1965–69 book.
